Notice of Finding of No
Significant Impact and
Intent to Request the
Release of Fund s
This notice satisfies two
separate but related pro-
cedural requirements for
the City of Greenwood,
which expects to under-
take with Community De-
velopment Block Grant
(CDBG) funding.
Request for Release
of Funds
On or about February
17, 2026, Greenwood will
submit a request to the US
Department of Housing
and Urban Development
(HUD) for the release of
CDBG funds under Title I
of the Housing and Com-
munity Development Act
of 1974, as amended, to
design and install a cus-
tom splash pad at North-
east Park, creating new
access of a cooling fea-
ture for the surrounding
neighborhood, utilizing ap-
proximately $300,000 in
funding.
Finding of No Signifi-
cant Impact
Greenwood determined
that the Northeast Park
splash pad project will
have No Significant Im-
pact on the human envi-
ronment; an Environmen-
tal Impact Statement un-
der the National Environ-
mental Policy Act of 1969
(NEPA) is not required.

Public comments
Any individual, group,
or agency may submit
written comments on the
ERR to cdbg@
greenwood.in.gov or to
City of Greenwood CDBG,
300 South Madison Ave-
nue, Greenwood, Indiana,
46142. Greenwood will
consider all comments re-
ceived by 5:00PM Febru-
ary 15, 2026, before au-
thorizing the Request for
Release of Funds submis-
sion. Comments must in-
clude the name and ad-
dress of the person sub-
mitting the comment and
specify Northeast Park
splash pad FONSI/RROF.
Environmental Certifi-
cation
The City of Greenwood
certifies to the Indianapolis
HUD Community Planning
and Development (CPD)
office that Greenwood
Mayor Mark W. Meyers
consents to accept Fed-
eral Court jurisdiction if an
action is brought to en-
force responsibilities re-
lated to the environmental
review process, and that
these responsibilities are
satisfied. Indianapolis
HUD CPD Office approval
of the certification satisfies
its responsibilities under
NEPA, related laws and
authorities, and allows the
City of Greenwood to use
CDBG funds.
Objections to Release
of Funds
The Indianapolis HUD
CPD Office will accept ob-
jections to the Release of
Funds and the City of
Greenwoods certification
for a period of fifteen days
following the later of the
anticipated submission
date or its actual receipt of
the request only if they are
on one of the following
bases: the certification
was not executed by the
Certifying Officer of the
City of Greenwood; the
City of Greenwood omitted
a step or failed to make a
decision or finding re-
quired by HUD regulations
at 24 CFR part 58; the
grant recipient or other
participants in the devel-
opment process have
committed funds, incurred
costs or undertaken activi-
ties not authorized by 24
CFR Part 58 before ap-
proval of a release of
funds by the Indianapolis
HUD CPD Office; or an-
other Federal agency act-
ing pursuant to 40 CFR
Part 1504 has submitted a
written finding that the
project is unsatisfactory
from the standpoint of en-
vironmental quality. Objec-
tions must be prepared
and submitted in accord-
ance with the required
procedures at 24 CFR
Part 58, Sec. 58.76, and
shall be addressed to the
Indianapolis HUD CPD
Office at CPD_COVID-
[email protected].
Potential objectors should
contact the Indianapolis
HUD CPD Office to verify
the actual last day of the
objection period.
