RE: Drone Spraying

The Johnson County
Drainage Board does
hereby invite sealed bids
for the spraying of legal
drains in Johnson County
Indiana, comprising a total
of approximately 7 miles
of brush and broadleaf ap-
plication for 2026 and ap-
proximately 6 miles for
2027. Bids will be
awarded to the lowest,
most competent bidder on
a price per foot applied
basis. Sealed bids will be
received at the Johnson
County Surveyor's Office,
86 W. Court Street, Frank-
lin Indiana 46131, until
6:00 p.m. (Eastern Time)
on Tuesday, March 3rd,
2026. At that time bids
will be publicly opened by
the Johnson County
Drainage Board, and read
aloud at its regular sched-
uled March 3rd meeting,
of 6:00 p.m. in the West
Annex Auditorium, 86 W
Court Street, Franklin, In-
diana 46131. The public
will be able to attend said
opening.
This will be a 1-year
contract for the spray sea-
son of 2026, with an op-
tion for 2027.
If the Johnson County
Drainage Board elects to
exercise this option to re-
new, then the compensa-
tion provided for shall be
increased in an amount
equal to five percent (5%)
for the year 2027.
Also, each bidder shall
submit with their bid, proof
of insurance in the amount
as follows:

1) Personal Injury:
$300,000.00 - per person
$1,500,000.00 - per inci-
dent
2) Property Damage:
$300,000.00

The Work of Project
consists of but is not nec-
essarily limited to the fol-
lowing:
1) All work is to be com-
pleted on or before May
31, 2026 (If unfavorable
weather conditions exist a
two-week extension may
be granted).
2) All ditch banks
shall be sprayed from the
water's edge to a point ap-
proximately 10 feet be-
yond the top of the bank,
where practicable;
3) The products used
must be registered for sale
and use within the State
of Indiana as verified from
the Office of Indiana State
Chemist.
The products used and
the method of application
must also be approved by
the Johnson County Sur-
veyor. Only those prod-
ucts labeled for use on
and around non-irrigation
ditch banks will be al-
lowed to be used. Please
include the materials list to
be used in the herbicide
mix - all chemical names
and amounts per 100 gal-
lons of water, with chemi-
cal names again provided
to County Surveyor prior
to application;
4) The contractor shall
guarantee a 90% weed
and brush kill;
5) The contractor shall
conduct his work so as to
avoid any damage outside
the ditch right-of-way. Any
damage outside the ditch
right-of-way, resulting from
the contractor's opera-
tions, shall be the sole re-
sponsibility of the contrac-
tor;
6) The contractor will
be held responsible for all
damage occurring during
the performance of and up
to 2 years from date of
start of work, said respon-
sibility will continue even
though partial payments
may have been made un-
der the contract. The con-
tractor will be held liable
for all damages that may
occur to persons, prop-
erty, animals or vehicles
arising from defective ap-
paratus or any negligence
on the part of himself or
his employees. The con-
tractor is hereby expressly
bound to indemnify and
save harmless the County,
the Drainage Board, the
Surveyor and their agents
and employees, from de-
fense thereof including at-
torney fees, of any nature
and, description arising
out of any claim or suit
brought against the said
County Drainage Board or
Surveyor for, or on ac-
count of, any injuries or
damages received or sus-
tained by any party by or
from any act or omission
of the said contractor or
agents occurring in the
performance of said work
or by or account of any act
or omission of said con-
tractor or his agent. The
contractor is hereby ex-
pressly bound to appear
and defend all such suits
or actions and to hold the
Drainage Board and the
Surveyor harmless from
any loss on account of
such suits or action.
7) The contractor
shall be licensed by the
State of Indiana for the
work specified. The con-
tractor shall submit a pho-
tocopy of his license with
his bid;
8) The contractor
agrees that the Board may
terminate this contract at
anytime with just cause.
Just cause may include,
but shall not be limited to,
improper application, loss
of license, loss of insur-
ance, identifiable liability
for damages, or other lim-
iting factors. The contrac-
tor will be compensated
for documented expenses
to date upon termination
of this contract by the
Board;
9) The contractor
shall be responsible for
having the necessary
equipment to spray all
areas to be treated (i.e.
10+ gallon capacity spray
drone with all supporting
tanks, generators, mixing
equipment). Contractor
shall disclose proposed
equipment within the Con-
tractor Qualification Form
(CQF) to be made part of
the bid packet;
10) Attached Exhibit A
is a list of the legal
drains/watersheds and
their proposed spray
lengths for both 2026 and
2027 along with a John-
son County map showing
their locations.
Contract Documents,
including maps, specifi-
cations and bid forms are
available to be viewed at
the Johnson County
Surveyor's Office. Bids
are to be submitted on the
forms furnished within the
contract packet with the
required bond and/or
check, properly executed
in accordance with the di-
rections contained in the
Instructions to Bidders.
An executed notarized
non collusion affidavit
must be submitted with
the bid bond or certified
check in the amount of 5%
of the bid must be submit-
ted with the bid. (bond
should be based on your
projected total project
cost)
A 125% PERFOR-
MANCE BOND WILL BE
REQUIRED BEFORE
SIGNING OF THE CON-
TRACT
A pre-bid meeting will
be held prior on February
23, 2026, at 9:00 a.m.
(Eastern Time) in the of-
fice of the Johnson County
Surveyor, to familiarize
Bidders with this Project.
All prospective bidders are
asked to attend the meet-
ing.
The Bids will be read at
6:00 p.m. during March
3rd, 2026, Regular John-
son County Drainage
Board Meeting, and
awarded based on the
lowest responsive, and re-
sponsible Bid. The John-
son County Drainage
Board reserves the right to
reject any bids or waive
any informality or techni-
cality in any bid.

DITCH SPRAYING
SPECIFICATIONS
1. Each contractor
shall visit the site of the
proposed work and fully
acquaint himself with the
existing conditions which
could affect the successful
completion of the work.
The contractor shall not be
relieved of any obligation
under the contract, be-
cause of his failure to re-
ceive or examine any legal
instrument or because of
his failure to visit the site
of the work.
2. The lengths of the
drains, as shown on the
attached list, are believed
to be accurate. The
lengths and/or locations of
the drains may be deter-
mined from the attached
maps, or from the John-
son County Surveyor's Of-
fice, 86 West Court Street,
Franklin, IN 46131.
3. The Drainage
Board, as it appears in
these specifications, is the
Johnson County Drainage
Board and their agents or
representatives. The Sur-
veyor appears in these
specifications is the John-
son County Surveyor, his
deputy's, or agents.
4. The equipment
used to apply herbicides
to ditch banks shall con-
sist of a 10+ gallon drone
fully capable of remote ap-
plication of herbicides.
5. Please also in-
clude a list of equipment
to be used for the project
along with color photos of
the spraying equipment to
be used, if not previously
disclosed in CQF.
