INVITATION TO
BIDDERS

Notice is hereby given
that the Town of White-
land, Indiana will receive
sealed bids for the below
described work at the lo-
cations indicated:
WHITELAND & BOB
GLIDDEN INTERSEC-
TION IMPROVEMENT
This project is for the
construction of a new
roundabout at the inter-
section of Whiteland Rd &
Bob Glidden Blvd.
This project includes
the installation of new
pavement, curbs, side-
walks, pavement mark-
ings, as well as the instal-
lation of stormwater infra-
structure. All work must be
performed in accordance
with INDOT Standards
and Specifications, the
Town of Whiteland Design
Standards and Specifica-
tions Manual, the Town of
Whiteland Typical Con-
struction Guidelines and
Details, and the Plans and
Details provided with the
Bid Packet. The Town of
Whiteland Design Stand-
ards and Specifications
Manual, the Town of
Whiteland Typical Con-
struction Guidelines and
Details are available on
the Towns website
(www.townofwhiteland.com ).
The Bid Packet which
includes the Scope of
Work, Special Provisions,
and the Plans and Details
will be available no later
than 8:00 AM EST, Mon-
day, October 13, 2025

ana 46107) and on the
Towns website (www.
townofwhiteland.com). A
complete list of pay items,
quantities and other de-
tailed information can be
found on the Bid Form for
Whiteland & Bob Glidden
Intersection Improvement
provided as part of the Bid
Packet.
Bids are to be submit-
ted in proper form, as de-
scribed in the Instructions
to Bidders included in the
Bid Packet. Sealed bids
shall be received by the
Whiteland
Clerk-Treasurer, at the
Whiteland Town Hall, 549
E Main Street, Whiteland,
IN 46184, at or before
1:30 PM local time on
Wednesday, November 5,
2025, at which time bids
will be publicly opened
and read aloud. Any bids
received after the desig-
nated time will be returned
unopened. Bids will be re-
viewed, and the award
may be made at the No-
vember 12, 2025 7:00
P.M. meeting of the Town
Council or a subsequent
meeting of the Town
Council.
Each bidder shall file
with its sealed bid: (1) a
properly executed
Non-Collusion Affidavit as
required by the laws of the
State of Indiana; (2) A
Questionnaire Form 96 of
the State Board of Ac-
counts; (3) a cashier's
check or certified check
made payable to the Town
of Whiteland, drawn on an
acceptable bank or a Bid
Bond equal to five percent
(5%) of the total amount of
the bid; (4) a properly exe-
cuted Employee Drug
Testing Program Affidavit
for a public works project
estimated to cost at least
$150,000.00; (5) a copy of
the bidders written plan
for an employee drug test-
ing program to test the
employees of the bidder
for drugs and (6) com-
pleted Detailed Bid Form
for Whiteland & Bob Glid-
den Intersection Improve-
ment spreadsheet. For
bids of $100,000.00 or
more, the successful bid-
der shall furnish perfor-
mance and payment
bonds for one hundred
percent (100%) of the
base Contract Price prior
to the execution of the
contract, in the forms in-
cluded in the Bid Packet,
and said bonds shall re-
main in effect for a period
of one (1) year after the fi-
nal acceptance of the
Project Work A pre-bid
conference for discussions
of the Project, the bidding
requirements and other
important matters will be
held in person on
Wednesday, October 22,
2025 at 10:00 a.m. in the
Main Conference Room at
CrossRoad Engineers,
P.C. (115 N. 17th Ave.,
Beech Grove, IN 46107).
All prospective bidders are
invited to attend the prebid
conference. The pre-bid
conference is not manda-
tory.
The Town of Whiteland
is an equal opportunity
employer, and Bidder shall
meet all requirements for
equal employment under
Title VII of the 1964 Civil
Rights Act as amended.
In accordance with Indi-
ana Code 4-13-18-5, each
Contractor that submits a
bid for public works project
that is estimated to cost
$150,000.00 or greater
shall submit with his or her
bid a written plan for an
employee drug testing
program to test the em-
ployees of the Contractor
and Subcontractors for
drugs.
The award of the con-
tract will be based on the
completion of the bid form
and bidding requirements,
bonding capabilities, con-
tractor qualifications, unit
prices submitted multiplied
by the estimated quanti-
ties in the Bid Detail
spreadsheet, and availa-
bility of manpower and
equipment to complete the
work. The Town of White-
land reserves the right to
waive any informality or
variances or allow a Bid-
der to correct errors, omis-
sions or other irregularities
in Bid Documents that are
found not to have afforded
the Bidder a substantial
competitive advantage
over other Bidders and to
accept or reject any or all
bids submitted. Bids may
be held by the Town of
Whiteland for a period of
not-to-exceed sixty (60)
days from the date of
opening of Bids for the
purpose of reviewing the
Bids and investigating the
qualifications of the Bid-
ders prior to awarding the
contract.
