REQUEST FOR
QUALIFICATIONS (RFQ)
BUILDOPERATETRANSFER (BOT) PROJECT
TOWN OF WHITELAND,
INDIANA

Notice is hereby given
that the Town of White-
land, Indiana (Town) is
soliciting Statements of
Qualifications (SOQs)
from qualified,
developer-led teams for a
Tornado Recovery, Facil-
ity Restoration, and Infra-
structure Repair Project to
be delivered using a
BuildOperateTransfer
(BOT) structure pursuant
to Indiana Code 5-23.
The project includes,
but is not limited to, repair,
rehabilitation,
replacement-in-kind, and
reconstruction of
Town-owned facilities, util-
ities, and infrastructure, in-
cluding the replacement of
a pre-engineered metal
building (PEMB), together
with related site and civil
work. The selected re-
spondent will enter into a
Scoping Period Agree-
ment with the Town, with
the potential to proceed to
a BOT Agreement upon
approval by the Town.

SOQs must be submit-
ted electronically to Car-
men Young, Town Man-
ager, at
[email protected]
SOQs must be received
no later than April 10,
2026 at 1:30 pm.
The Town reserves the
right to reject any or all
submittals, waive irregu-
larities, and take any ac-
tion permitted under Indi-
ana Code 5-23 and appli-
cable law.
