The City of Greenwood
(Owner) is requesting Bids
for the construction of the
following Project:
Hurricane Creek Lift
Station Improvements
Bids for the construc-
tion of the Project will be
received at the Depart-
ment of Community Devel-
opment Services Office,
located at City Center, 300
South Madison Avenue,
Second Floor, Green-
wood, IN between the
hours of 8:00 AM and 5:00
PM, Monday through Fri-
day and will then be con-
sidered by Owner at a
public meeting called to
receive and open such
bids, provided the same
shall have been received
no later than 2:00 PM
(local time) on February
27, 2026.
The bid opening will
then be held at 2:00 PM in
the City Center Council
Chambers, 300 South
Madison Avenue, First
Floor, Greenwood, IN
46142. This meeting will
be open to the public and
members of the public
wishing to observe the bid
opening may also do so
via Microsoft Teams.

may be awarded at the
Board of Public Works
and Safety Meeting at
5:30 PM on March 16,
2026.
A pre-bid conference
will be held on February
12, 2026 at 2:00 PM in the
City Center Council
Chambers, 300 South
Madison Avenue, First
Floor, Greenwood, IN
46142. All prime contrac-
tors, subcontractors,
small, minority or women
owned enterprises, and
other interested parties
are invited to attend. At-
tendance at the pre-bid
conference is encouraged
but not required.
The contract will consist
of the following:
1. Proposed Hurricane
Creek Lift Station improve-
ments including installa-
tion of a new dry-pit sub-
mersible pump with VFD
panel, refurbishment of
two existing pumps, re-
placement of the existing
master control cabinet, in-
stallation of a diesel by-
pass pump in a new con-
crete vault connected to
discharge piping in the
pump room, rubber mat
cover system over grinder
pump channels, modifica-
tion of the existing chemi-
cal feed odor control sys-
tem, new wet well mixing
system, replacement of
the wet well isolation
sluice gate, protective
coating for grinder pit
area, and replacement of
a lever-operated valve.
a. Full and partial by-
pass of the lift station is
required to complete the
work.
2. Proposed lift station
building improvements in-
cluding a new motorized
crane system for pump re-
moval, monorail extension
over existing drive, im-
provement of lower level
lighting, and revision of the
existing lower level duct-
work to accommodate
new crane system near
hoistway.
3. Proposed site im-
provements including new
concrete pavement and
placement of a severe
weather siren.
4. Electrical, instrumen-
tation, and controls im-
provements to incorporate
the new dry pit pump &
VFD, new diesel bypass
pump, and other improve-
ments.

Bidding Documents
may be downloaded from
the designated website.
Prospective Bidders are
urged to register with the
designated website as a
plan holder, even if Bidd-
ing Documents are ob-
tained from a plan room or
source other than the des-
ignated website in either
electronic or paper format.
The designated website
will be updated periodi-
cally with addenda, lists of
registered plan holders,
reports, and other infor-
mation relevant to submit-
ting a Bid for the Project.
All official notifications, ad-
denda, and other Bidding
Documents will be offered
only through the desig-
nated website. Neither
Owner nor Engineer will
be responsible for Bidding
Documents, including ad-
denda, if any, obtained
from sources other than
the designated website.
The work to be per-
formed and the bid to be
submitted shall include
sufficient and proper sums
for all general construc-
tion, mechanical installa-
tion, labor, materials, per-
mits, licenses, insurance,
and so forth incidental to
and required for the con-
struction of the facilities.
Each bid must be en-
closed in a sealed enve-
lope bearing the title of the
Project, and the name and
address of the Bidder. All
bids must be submitted on
the bid forms as identified
in the Contract Docu-
ments and Specifications.
Each bid shall be ac-
companied by a certified
check or acceptable bid-
ders bond made payable
to the Owner, in a sum of
not less than five percent
(5%) of the total amount of
the highest aggregate bid,
which check or bond will
be held by the Owner as
evidence that the bidder
will, if awarded the con-
tract, enter into the same
with the Owner upon noti-
fication from Owner to do
so within ten (10) days of
said notification.
Approved performance
and payment bonds guar-
anteeing faithful and
proper performance of the
work and materials, to be
executed by an accepta-
ble surety company, will
be required of the Con-
tractor at the time he exe-
cutes his contract. The
bonds will be in the
amount of 100% of the
Contract Price and must
be in full force and effect
throughout the term of the
Construction Contract plus
a period of twelve (12)
months from the date of
substantial completion.
The Owner reserves
the right to reject any bid,
or all bids, or to accept
any bid or bids, or to make
such combination of bids
as may seem desirable,
and to waive any and all
informalities in bidding.
Any bid may be withdrawn
prior to the above sched-
uled time for the opening
of bids or authorized post-
ponement thereof. Any bid
received after the time and
date specified shall not be
considered. No bid may
be withdrawn after the
scheduled closing time for
receipt of bids for at least
sixty (60) days.
A conditional or quali-
fied Bid will not be ac-
cepted. Award will be
made to the lowest, re-
sponsive, responsible bid-
der.
All applicable laws, ordi-
nances, and the rules and
regulations of all authori-
ties having jurisdiction
over construction of the
project shall apply to the
Project throughout.
Bids shall be properly
and completely executed
on bid forms included in
the Specifications. Bids
shall include all informa-
tion requested by Indiana
Form 96 included with the
Specifications. Under Sec-
tion III of Form 96, the Bid-
der shall submit a financial
statement. A copy of the
proposed Financial State-
ment to be submitted with
the bid is included in the
bid documents section to
these specifications. The
Owner may make such in-
vestigations as deemed
necessary to determine
the ability of the Bidder to
perform the work and the
Bidder shall furnish to the
Owner all such information
and data for this purpose
as the Owner may re-
quest. The Owner re-
serves the right to reject
any bid if the evidence
submitted by, or investi-
gation of, such Bidder fails
to satisfy the Owner that
such Bidder is properly
qualified to carry out the
obligations of the Agree-
ment and to complete the
work contemplated
therein.
Each Bidder is respon-
sible for inspecting the
Project site(s) and for
reading and being thor-
oughly familiar with the
Contract Documents and
Specifications. The failure
or omission of any Bidder
to do any of the foregoing
shall in no way relieve any
Bidder from any obligation
with respect to its Bid.

cedures, and contract
award, refer to the Instruc-
tions to Bidders that are
included in the Bidding
Documents.
