Intent to Request the
Release of Funds for
Tiered Review
Request for Release of
Funds
On or about July 17,
2026, Greenwood will sub-
mit a request to the US
Department of Housing
and Urban Development
(HUD) for the release of
CDBG funds under Title I
of the Housing and Com-
munity Development Act
of 1974, as amended, to
provide necessary repairs
for owner-occupied prop-
erties of low- to
moderate-income Green-
wood residents using ap-
proximately $140,000 and
covers program years
2025 - 2029
Tier 1 Broad Review
The Spaces for All
owner-occupied repair
project will provide neces-
sary repairs to preserve
existing affordable hous-
ing for income-qualified
Greenwood residents.
Greenwood identified no
mitigation measures, con-
ditions, or permits required
in the broad review.
Greenwood determined
that the owner-occupied
repair project does not re-
quire an Environmental
Impact Statement or Envi-
ronmental Assessment
under the National Envi-
ronmental Policy Act of
1969 (NEPA) as listed in
24 CFR 58.35(a)(3)(i). Ad-

nation upon request by

Tier 2 Site-Specific Re-
view
Site-specific reviews
will be completed for laws
and authorities not ad-
dressed in the Tier 1 re-
view for each address un-
der this program when ad-
dresses become known.
The site-specific reviews
will cover permits and
Contamination and Toxic
Substances - review each
project address to deter-
mine what contamination
and toxic substances are
present at the address
and in surrounding areas;
Endangered Species -
evaluate and document if
the specific project ad-
dresses involve exterior
work that could disrupt
critically endangered
species; Floodplain Man-
agement - document that
project sites are not lo-
cated within a flood plain;
Historic Preservation -
each address will undergo
a Section 106 review and
receive approval from the
State Historic Preservation
Office, if necessary; and
Noise Abatement and
Control - document the
noise at each project site
and, if applicable, require
measures to mitigate any
noise over required limits.
Public comments
Any individual, group,
or agency may submit
written comments on the
ERR to cdbg@
greenwood.in.gov or City
of Greenwood CDBG, 300
South Madison Avenue,
Greenwood, Indiana,
46142. Greenwood will
consider all comments re-
ceived by 5:00PM July 16,
2026, before authorizing
the Request for Release
of Funds submission.
Comments must include
the name of the person
submitting the comment
and specify OOR RROF.
Environmental Certifica-
tion
The City of Greenwood
certifies to the Indianapolis
HUD Community Planning
and Development (CPD)
office that Greenwood
Mayor Mark W. Meyers
consents to accept Fed-
eral Court jurisdiction if an
action is brought to en-
force responsibilities re-
lated to the environmental
review process, and that
these responsibilities are
satisfied. Indianapolis
HUD CPD Office approval
of the certification satisfies
its responsibilities under
NEPA, related laws and
authorities, and allows the
City of Greenwood to use
CDBG funds.
Objections to Release
of Funds
The Indianapolis HUD
CPD Office will accept ob-
jections to the Release of
Funds and the City of
Greenwood's certification
for a period of fifteen days
following the later of the
anticipated submission
date or its actual receipt of
the request only if they are
on one of the following
bases: the certification
was not executed by the
Certifying Officer of the
City of Greenwood; the
City of Greenwood omitted
a step or failed to make a
decision or finding re-
quired by HUD regulations
at 24 CFR part 58; the
grant recipient or other
participants in the devel-
opment process have
committed funds, incurred
costs or undertaken activi-
ties not authorized by 24
CFR Part 58 before ap-
proval of a release of
funds by the Indianapolis
HUD CPD Office; or an-
other Federal agency act-
ing pursuant to 40 CFR
Part 1504 has submitted a
written finding that the
project is unsatisfactory
from the standpoint of en-
vironmental quality. Objec-
tions must be prepared
and submitted in accord-
ance with the required
procedures at 24 CFR
Part 58, Sec. 58.76, and
shall be addressed to the
Indianapolis HUD CPD
Office at
[email protected]. Po-
tential objectors should
contact the Indianapolis
HUD CPD Office to verify
the actual last day of the
objection period.
